Switch to restic for backups, as it natively supports object storage and does incremental backups while being widely trusted in the industry. This will replace the simple daily rclone mirror as we gain the ability to recover back to any point in time still stored on the backend without unnecessary data duplication.

Backups have been switched to restic, needing to monitor automatic runs but setup was successful.
Backups are rotated to ensure 7 day history and weekly history for the last month.
