Seafile v12 #68

Seafile in version 12.0 has been released and appears to be stable. Noteable features include:

A redesigned Web UI
SeaDoc is now stable, providing online notes and documents feature (and I plan to host it)
Faster listing of deleted files (trash mechanism now uses db)
No more downtime for garbage collection (can now run in background even in community edition)

As this release makes changes to a few core components, especially in the way the docker image is built and the deployment of SeaDoc as well as an update to my maintenance scripts, the release will take while. I also want to make sure my infra is ready, so work on this will only be started after #60 is completed (potentially including #63).

By the weay, the new interface is already applied to the official Seafile Android App (and I would assume iOS too but idk), so don't be confused when Seafile looks different on mobile.
